Why Prince William was sitting below a Premier in Australia?

If you follow this video of Prince William's last visit to Australia, as a fan of Monarchy traditions, I would like to know why he sit below the Premier of Victoria (?) in Australia.
Wouldn't it be the case of him being on top, as the second to the throne?
Where can I have more information about these traditions and royal etiquette?
I was wondering about why Prince William may be sitting below the Premier of Victoria, and so I had a look at the video. It's not the Premier who is seated on that throne, it's the Governor, who is directly appointed by the Queen, and therefore, on State level (in the State of Victoria), he is the most important person, as the Queen's representative in that Australian State.
The premier was probably seated on another chair below the Governor to the other side of the throne.
