Well the foreign policy of Austria was under the control of Metternich who wanted to beat France, but did not want Russia to become the dominant power in Europe of new or the Prussians to take control of much of Germany. Austria was a great empire in Central Europe and was the dominant power there. They estimated sphere Italy, Germany, Switzerland and the northern Balkans, like Serbia and Croatia, there is influence.
